CM reviews security scenario, land allotment to army

ITANAGAR, July 22: The security scenario of the state along with allocation of land for establishment of two army divisions were reviewed by Chief Minister Dorjee Khandu at a high level meeting here today when a team of top ranking army officers led by Lt. Gen. Rakesh Kumar Loomba, GOC, 2 Corps who called on the former.

While the army team included Maj. Gen. B S Sachar, General Officer Commanding, Dah Division of the army and four others, state’s Chief Secretary Tabom Bam, Home and Land Management Commissioner Tajom Taloh and DGP Vimla Mehra were present in the meeting.

On the handing over of eight advanced landing grounds (ALGs) to the defence ministry through a memorandum by the state government last month, the chief minister enquired about the status of progress and exhorted the army to expedite the work.

In response, Lt. Gen. Loomba said that while Vijaynagar ALG has been made functional, works are in progress in other seven ALGs.

While informing the army team that the state government has initiated steps expeditiously on the plea for land allocation by constituting a high level committee, the chief minister reiterated that a senior officer should be stationed at Itanagar immediately for liasoning with the state government officials on the issue.

Khandu also directed the land management commissioner to identify a suitable land for the army’s firing range as the land given by the state government earlier have been de-notified.

The chief minister however emphasized on grant of adequate compensation to the state government as per laid down norms against allocated land.

Lt. Gen. Loomba also informed that in addition to the army companies in Tirap, one additional battalion will be deployed soon to tackle the menace of insurgency.

The chief minister also suggested that considering the importance of Miao-Vijaynagar road, it should be taken over by the army for making it motorable in the view of its strategic location. (PRO to CM)

Governor for Sadbhawna projects

ITANAGAR, July 22: General Officer Commanding of 2 Corps Lt Gen R K Loomba accompanied by GoC 2 Mountain Division Maj Gen B S Sachar made a courtesy call-on to the Arunachal Pradesh Governor Gen JJ Singh at Raj Bhavan here today.

The Governor was briefed on the important aspects which were taken up with the state government.

During the meeting, Gen Singh emphasized on the need for Sadbhawna Projects by the Army which includes model village and model schools in the state like the one being done in other places by the armed forces.

He also stressed on the need to ensure Arunachal Pradesh remains free of any negative elements especially in Tirap and Changlang districts.

The discussions were fruitful and the army gave its best assurance for meaningful and positive contribution towards the security and prosperity of people of the State. (PRO to Governor)

Arunachal witnesses rare celestial event amidst jubilation

Itanagar, July 22: Despite overnight rain and a cloudy sky, Arunachal today enjoyed the longest total Solar Eclipse of the century.

Initially the spirit of the people was dampened as the eclipse began in a cloudy sky. However, as time rolled on the sky cleared up.

People were seen waiting on roof tops and verandahs with bated breath since morning to witness nature’s miracle.

Most youths, watching the eclipse for the first time, whooped with joy when the eclipse reached its climax in the form of a golden ring at around 0635 hours. Women blew conchs when the eclipse started.

While some people preferred to stay indoors, a few captured the golden moment in their cameras.

However, the eclipse was not clearly visible in some parts of the state due to cloudy sky.

Some NGOs in the state also made arrangements to show the rare celestial event live on large LCD screens. UNI

Sanity & peace return to Kanubari-Assam border

KHONSA, July 22: After serious parleys for restoration of peace and order by public representatives and top officials of both Assam and Arunachal Pradesh, the situation in the border of the two states near Kanubari in Tirap District is now slowly limping back to normalcy.

In an effort to creating a permanent solution to the vexed border dispute in the area, a meeting was held which was attended by Arunachal Pradesh Forest Minister Newlai Tinkhatra who was specifically deputed by the chief minister, Bimlapur MLA S Borkotoky, Sibsagar DC, SP, ADCs Khonsa, Kanubari, Tirap ASP, Tirap ZPM Chairperson, other public leaders and officials from both sides at Bimlapur on July 21 last.

Both sides condemned NSCN (K) for creating mistrust between the people of the two friendly states by creating unnecessary law and order problem.

While recalling the age-old relations between the Wanchos and the Assamese in the area, Tingkhatra urged the people to maintain calm and not get carried away by emotions adding that no force whatsoever can destroy the age-old relations, love and unity among the people of Assam and Arunachal.

Bimlapur MLA Borkotoky said that a peace committee would be constituted to monitor the problem in the area.

Sibsagar DC said that anti-social elements would not be allowed to dictate terms and that both the states were alive to the problem.

ADC Habung Donyi appealed to the people from both sides to live in peace and also urged the people of Assam not to harass the people living on Arunachal side as they have to often come to Assam for marketing and other purposes.

The meeting resolved to maintain status qua and constitute a peace committee.

Tirap DF&CSO Amit Bengia along with his staff accompanied the delegation from Tirap with 4 trucks of PDS rice for the affected people in the area who had been reeling without ration supply due to economic blockade by Assam since July 16 last.

The local people have appreciated the DF & CSO for the gesture. They have also lauded both the states for being sensitive to the problem. (DIPRO)

One caught for selling illegal drugs by APCDA

ITANAGAR, July 22: Arunachal Pradesh Chemists & Druggist Association (APCDA) team today caught red handed one Md. Issaquae C/o M/S New Chanchal Chiken shop Ganga Market with illegal medicines which are mainly food supplementary, vaccines and vitamin which are being openly sold without a chemist and drugs license.

30 items of medicines were seized many of which were prominent and harmful vaccines which cannot be sold without doctor’s prescription.

Md. Issaquae has further confessed to illegally selling the medicines for over a year. He has been bringing the medicines from M/S Pritom Pharmaceuticals, North Likhimpur, Assam without invoice.

The association has written complaint to State Health Department Drug Controller for regular monitoring of illegal medicine selling.

All seized medicines have been handed over to the department with proper seizure list by the association.

APCDA further appealed the general public not to purchase medicine from unauthorized drugs seller.

Discussion held on town planning

ITANAGAR, July 22: A meeting was organized to discuss on emerging town planning issue in the state and implementation of the recently passed Acts-Urban and Country planning Act 2007, Municipality Act 2007, role of town planners for inclusive development of urban areas, existing scenario of the town planning department in the state and unemployment problem of planners.

The meeting was attended by in-charge Director, Department of Town Planning S Singh, Assistant Town Planner, Directorate of Town Planning Likha Suraj, Assistant Town Planner, Directorate of Urban Development Nixon Lego, Regional Planner Terge Sora, Urban Planners Tani Taloh, Siyang Rebe, Dacha Bagang and Environmental Planner Tabom Tamut.

Meanwhile, the house constituted Arunachal Pradesh Town Planners Forum (APTPF) with Tani Taloh, Tabom Tamut and Dr S Singh as president, General Secretary and Chief Patron of the forum respectively.

Timing set for entry of heavy vehicles

ITANAGAR, July 22: The entry timing for heavy trucks into the Capital Complex has been fixed from 6 pm to 9 am. Entry is strictly restricted from 9 am to 12 noon and 4 pm to 7 pm on all official working days.

Trucks coming from Banderdewa will be stopped at Kankar Nallah naka and trucks entering from Holongi will be stopped at Chimpu naka. The responsibility for manning the nakas has been given to the security forces.

Local trucks engaged in supplying sand and gravel in the Capital Complex will not be allowed to ply between 9 am to 11 am and 4 pm to 5.30 pm.

The CO traffic along with traffic police will continue to monitor the traffic regulations and surprise checking at various locations to inculcate sense of traffic discipline among the resident of the Capital Complex informed Papum Pare district transport officer P Sangyu.

Mibang bade farewell

PASIGHAT, July 22: The officers of East Siang District organized a formal farewell function for the outgoing i/c Pasighat ADC T S Mibang (APCS- Selection grade) in the office chamber of the Deputy Commissioner, Pasighat on July 21 last.

Mibang has been transferred to Daporijo as SDO Sadar. In his 28 years of service period, Mibang served in many places including interior places like Lada, Charli, Pumao besides others.

Farmers’ field school inaugurated

ITANAGAR, July 22: Farmers field school for Doimukh Block under Agriculture Technology Management agency, Papum Pare was inaugurated at Midphu-II Village in the field of Tana Akin Tara by ZPM Tana Bado and Joint Director of Agriculture as Chief Guest and Guest of Honour.

PD, ATMA N Pertin while highlighting the aims and objectives of the ATMA programme said that such farm schools will be based on the principles of learning by practical exercise and farmer to farmer interactions.

ZPM Tana Bado emphasizing the importance of agriculture said that apart from infrastructural development we have to stress on sustainable development and food security through agriculture.

He called upon the state government to give due importance to Agriculture and Allied sectors in annual budgetary allocation and also urged the farmers to take up the agricultural activities in systemic and scientific ways.

Purokyasto said that Arunachal is the only state in the country where 100% districts are covered by ATMAA Project.

He further informed the farmers about the central sponsored scheme being under taken by the department and urged them to avail the benefit of Kissan Credit Card and toll free 1551 Kissan Call Centre.

Programme Coordinator KVK Papum Pare Dr. Taba Heli, In-charge DAO Yupia Maize Piel, ADO ATMA Sony Muri and ADO Oni Mengu also spoke on the occasion.

APPDSU demands cent percent reservation

ITANAGAR, July 22: All Papum Pare District Students’ Union (APPDSU) demanded the district authority and all concerned EAC and COs of Papum Pare District to provide 100% reservation to local indigenous people of the Papum Pare District in the SSA recruitment for 70 posts of AT and 10 posts of JT Humanities and 10 posts of JT Science.

It appealed the concerned authority to give priority to indigenous people of the district. The union said that if local candidates do not fulfill the criteria for science post then the said post can be given to general category.

It said that Papum Pare District have got the highest literacy rate amongst the other district that means the highest unemployed youth prevailed in Papum Pare District.

The union further said that the people of Papum Pare district are being deprived economically, socially, politically and that jobs opportunities are snatched away by the people of other districts having dual permanent resident certificate and schedule tribe certificate.

APPDSU had submitted many a time to state government for special provision but the state governments have failed to do so, it added.

The union further said that commerce students are also being deprived of job opportunity as not a single teacher has been recruited for the said job for the last 10 years. It appealed the government to create job opportunities for commerce professional as well.

2 phase of ASHA training held

TEZU, July 22: District Health Society meeting cum inauguration of 2nd Module ASHA training was held at Community Hall, Hayuliang recently.

The meeting was presided over by Deputy Commissioner Anjaw, C S Jeinow and attended by various Head of the Departments, Panchayat members, ASHA trainers, Medical Staffs of CHC Hayuliang and ASHA from all over Anjaw attended the meeting

Speaking on the occasion DC Cum District Health Society Chairman Jeinow insisted on submission of UCs of 2008-09 and submission of Action Plan (2009-10) before sanctioning and release of fund for 2009-10 under NRHM.

He also expressed his unhappiness with the performances of VHSC and absence of VHSC Chairman. He called for another meeting only for the Chairman of 154 notified and the actual purpose for betterment of rural population.

Welcoming the gathering, DRCHO cum District Health Society CEO Dr. S. Chai Pul briefed the house about aims and objectives of the meeting. ASHA and JSY guidelines were presented in details.

The performance and activities undertaken during 2008-09 and fund received and utilization were projected in the meeting. The District Health Action Plan (2009-10) was also projected for discussion.

Chairman of Rogi Kalyan Samities (RKS), in-charge Sub-Centre presented their activities undertaken for utilization of fund provided under RKS and SC untied funds respectively.

The activities and fund utilization of village Health and Sanitation Committees (VHSC) were also presented by ASHA. DIPRO

Condolences

ITANAGAR, July 22: Arunachal Teachers’ Association (ATA) Papum Pare District Unit and All Sagalee Students’ Union (ASSU) deeply mourns the sudden demise of Paniye Tayum, who died at Niba Hospital, Naharlagun on July 19 last.

He was serving as Assistant Teacher at government primary school De-Dolo under SSA and was a kind hearted, sincere and hard working teacher of the circle. The teaching fraternity and the society has lost one of its sincere members.

It prayed for the eternal peace of the departed soul and to bestow enough strength to the bereaved family members.

Apatani Catholic Society Capital Complex, Itanagar mourned the demise of Ligang Riko (Joseph), who died at his resident at Naharlagun after prolong illness.

He is survived by wife two daughters and a son.

He was the pioneer of Apatani Catholic Society Movement at Ziro and Itanagar and was the first chairman of Apatani Catholic Society Capital Complex and was also a prominent public leaders and businessman.

The society prayed for the eternal peace of the departed soul and extended its condolence to the bereaved family.

Infilteration declined on border

New Delhi, July 22: Infiltration along the Indo-Bangladesh and Indo-Pak borders has declined from 5258 in 2006 to 2690 in 2008 due to multi-pronged strategy adopted by the government, Parliament was informed today.

Minister of State for Home Mullappally Ramachandran said in a written reply in the Rajya Sabha that cross border infiltration on the Indo-Bangladesh and Indo-Pakistan borders has shown declining terms, while no significant incidenct of foreign infiltration has been found on other borders.

The apprehension of foreign infiltrators made by Border Security Force on Indo-Bangladesh and Indo-Pakistan international borders during the last three years and the current year show that in 2006, about 5130 people were apprehended on Indo-Bangladesh border and 128 on Indo Pak border, taking the total to 5258. APSEA for full arrear this fiscal

ITANAGAR, July 22: Arunachal Pradesh Secretariat Employees Association (APSEA) in a letter ro finance Minister accepting the proposed 1st phase 15 months arrear payment in the month of August to the state government employees said that it opposed the proposed 2nd phase 15 month arrears payment in gratuity and demanded it to paid the arrear in this current financial year.

It appealed the state government to look in to the matter for the greater interest of the state government employees.

3rd Abo Tani cup

ITANAGAR, July 22: The third edition of Abo Tani-Cup-09 level football club championship will be held from August 2-15 next at Rajiv Gandhi Stadium Naharlagun.

The tournament is organized by Bamang Taji Football Club, Itanagar annually to unearth the top football club of the state for one season.

‘Arunachal Review’

ITANAGAR: State Chief Minister Dorjee Khandu will formally release the first issue of Government Journal Arunachal Review which is converted into a monthly journal from July onwards at a function being organized at CM’s Conference hall on July 23.

The function is likely to be attended by ministers, high ranking officers and officials of the state.

Adi Dictionary

PASIGHAT: An ‘Adi Dictionary’ compiled and written by Adi Agom Kebang (AAK) general secretary Rev. Osik Pertin was released at Pasighat.

The dictionary is fortified with Adi-Adi-English words and vocabularies and is for the greater interest of Adi, other speakers and for the students who are on the verge of losing their mother tongue.

This is a beginning and attempt to make Adi dialect into a full-fledged language and also an encouragement to the younger generation to preserve and promote their mother tongue. DIPRO

BTFC ground Dolphin Mishin FC, enter semis

NAHARLAGUN, Jul 22: Bamang Taji Football Club (BTFC) grounded Dolphin Mishing FC by 13-2 goals in a lopsided quarterfinal match of the Tai Nikam Memorial Football Tournament played at Rajiv Gandhi Stadium here today and entered semifinals.

BT XI shot into lead six minutes into the match through Dari Vicky. The team was leading 8-0 in the first half and added five more goals in the later half.

Nova Kumar (45 min) and captain Probin Doley (54 min) scored a goal apiece for Dolphin FC.

DPVB defeat Birla Public School 3-2

ITANAGAR, Jul 22: Donyi Polo Vidya Bhawan (DPVB) defeated host Birla Public School, Pilani 3-2 in their first match of the Annual Indian Public School Conference (IPSC) Football Tournament, 2009 today.

Nabam Choko, Tadar Tajuk and Akin Kabak scored a goal apiece for DPVB. They will play their second match against Sainik School, Surjanpur tomorrow.

Selection test for admission to SLSA

SEPPA, July 22: East Kameng deputy commissioner will conduct a selection test for admission to Sangay Lhaden Sports Academy (SLSA), Chimpu for the session 2009-10 at Seppa.

“The District Selection Board will select six boys and three girls from the district and recommend the names to the Directorate of Sports & Youth Affairs from which only two boys and one girl will be selected after final selection test to be conducted at Sports Complex, Chimpu, Itanagar.”

“The candidates who have passed class IV during the academic session 2008-09 and attained the age of 10-11 years may only apply in a prescribed plain application form which can be obtained from the office of the Dy. Director of School Education, Seppa.”

The Physical fitness test will be conducted on August 8 and 9 at General Ground here from 6 am onwards while the written test/reading test and Viva Voce will be held on August 10 in Kameng Hall/DC’s Chamber from 9.30 am onwards.

Interested candidates may apply on or before August 6, according to an official release.
